Simulation-bound Puppets are the antonym to autonomous Puppets.
Their code is woven into the code of the simulation and they're not considered their own entity, though they superficially appear such to the visitors to the simulation.
Even if code pertaining to them could be isolated from the running simulation, detaching them from it would most likely result in them becoming dysfunctional, as they frequently rely on underlying routines available to all simulation-bound Puppets as a whole. Short of copying the entire simulation, extraction is basically impossible.
From a player perspective, these are NPCs by definition.
